CATHOLIC TEACHER'S CONTROVERSY

I attended the presentation of the Archbishop's New Partnership for Catholic Schools and then a meeting with the disgruntled teachers. I have also read the materials published by the proposed teachers' union as well as the archdiocese throughout this controversy.

The Archbishop's proposal has something essential to a realistic solution which the teachers union has not yet offered: the participation of the parents and the parishioners. The Archbishop understands what the proposed union does not: that our Catholic elementary schools are a ministry of the parish, not a for-profit business of the archdiocese. The parents of the students and all parishioners must somehow be part of any discussions.

For example, the immediate hot issue is a demand for the same compensation as the archdiocesan high school teachers. Although exact figures of how that would translate into our elementary schools are not possible, a very conservative estimate for our school would be a budget increase of $100,000.00. This can be realized only by increased tuition and parish Sunday offerings. The idea that the archdiocese, the parish, or some other organization has a fund to supply this is a myth.

To be very specific, "Are parents of elementary students willing to pay high school equivalent tuition (e.g. $3,000.00); and are parishioners willing to increase their offerings by twenty percent (e.g. $25 rather than $20; $60 rather than $50 each Sunday)?" Not some parents and parishioners, but a vast majority of both. And not as a one time campaign, but continually each week with increases each year. If you say that you support the proposed union, you must answer "yes" if you are to be consistent. Parents and parishioners must have a voice in this discussion, expressing their concerns and their limitations. Even public education takes major increased funding to a bond issue vote. If you have an alternate realistic solution, please let me know.

The Archbishop's proposal may need some further refinement, but it does offer both the parents and parishioners a part in the discussion to find realistic terms. The proposed union has only confrontational demands of labor on management. In fact, the proposed union has aligned itself with, and is financially sponsored by, a powerful organization which uses its political leverage to oppose any tuition tax credit or vouchers for Catholic school parents. Talk about shooting yourself in the foot! Can such an organization be sincerely interested in the long term welfare of Catholic Schools? It is possible that the teachers may win a battle here but lose the war. If parents do not continue to maintain present enrolment levels in our schools and if the parishioners do not offer the necessary funding, there will be no future for the schools or the teachers. It has happened elsewhere.

Something has to be done. We did not treat the teaching nuns fairly in the past. Many complaining now, were silent then, as they benefitted from the nun's dedicated service. However we address this problem, the parents and the parishioners must be full partners in the solution. The archbishop's plan understands that.
